Today’s Program:

Tracy introduced our speaker for today, Lt Lauren Caputo of the El Cerrito PD to speak to us about body-worn cameras for the officers in El Cerrito.  Lt Caputo explained the factors that have brought about the decision to use these devices and how these devices would bring about a lot of benefits and changes in the police department..  The cameras that have been selected have been around in one form or another for about 12 years.  During that time much improvement has been achieved.  In addition, there is a lot of considerations in the use of this equipment and technology.  The department will begin the use of the camera’s in mid May.  A lot of work has been done onf the protocols for the use of the devices.  The protocols are quite complex as they deal with a lot of legal issues that cross lines in the legal arena.  In addition, a number of very important operational protocols are also involved such as when do the camera’s get turned on and in what circumstances. Also how the use of the camera’s in report writing and other evidence gathering situaitons.  Lt Caputo did an excellent job of explaining the overall operation and how the department has created a living an operational document for the use of the camera’s in the handling of the data gathered and also the dissemination the information within and between areas of responsibility.  The camera’s are being leased on a 30 month basis.  We might want to have a follow-up presentation after the camera’s have been in operation at the department.
